The Oregon State Industrial Accident Commission (SIAC) was established in 1914 to oversee the distribution of funds from the Industrial Accident Fund. This was a result of the passage of Oregon's first worker's compensation law in 1913. Originally envisioned as a three trustee committee to oversee all distributions, the Commission expanded dramatically in scope over the years. In 1935, the SIAC was given responsibility for the recently established Unemployment Compensation Commission. In 1943, the scope of Oregon's worker's compensation law was expanded to include occupational diseases, and a medical review board was created to resolve disputed SIAC orders. In 1959, the SIAC was assigned the task of requiring annual and periodic safety inspections of places of employment as well as jurisdiction for enforcing safety codes (a department which later became part of the Occupational Health and Safety Administration).

The collection consists of the business and administrative records of the Commission from 1935-1960. This includes financial records, reports and studies, workman's compensation law and data, and insurance documents. The collection is drawn from the professional records of L. O. Arens, chairman of the Industrial Accident Commission from 1935-1960.
Financial records include accounting sheets and financial audits of the SIAC. There are also records of disbursement for some workman's compensation claims.
Reports and studies include the annual reports of the Commission as well as confidential studies of the commission and its effectiveness. There are also medical studies conducted on behalf of the Commission and a accordion folder of workman's compensation claims from 1957-1959 that were used as part of a study. Additionally, there is a 1952 report on the Commission's amputee rehabilitation program which includes a series of 12 8X10 photographs of participants in the program.
There are numerous volumes of workman's compensation law books and pamphlets taken from many states, and Canada. These include rate books and safety manuals in addition to legal guidelines.
There is also a section of documentation from insurance companies kept by the SIAC.
