Franklin F. Korell was born in Portland, Oregon in 1889. He received a law degree from the University of Oregon in 1910. He was an Oregon state representative from 1921 to 1922 and a United States congressman from 1927 to 1931.

Korell include correspondence, 1931-1959, regarding editorials on the Pact of Paris published in Collier's and the Christian Science Monitor; military leave of absence, 1918; speeches, 1921, regarding the Pact of Paris, postal reform, agriculture, veterans legislation and national defense; election materials, circa 1930; and Albert Gallatin Award from the U.S. Treasury Department upon retirement, 1959.
