Captain Charles Handley was born in England in 1811. He married Sarah Burton who was born in England in 1817. In England, Charles Handley was in the Royal Navy in Tasmania from 1834 to 1846. He left the service and started his own shipping and cargo business. In 1850, he and his family came to Oregon. He became the head surveyor in the original survey of the Oregon Territory. He was a successful farmer who lived in Dundee and McMinnville. He and his wife had 8 children including Thomas Buron Handley - a well known resident of Tillamook.
