Collection consists of three copies of a color comic book made for bulk mailing to voters by the organization People For A Better Oregon in 1985, along with paste-ups of the original artwork. The 16-page comic book, titled "Oregon's Balanced Tax Plan: Ballot Measure #1" describes and advocates for a ballot measure that would have created a sales tax to fund education in Oregon. The paste-ups consist of eight flats of illustration board with original marker artwork taped on top of inked outlines and text. Handwritten notes and revisions are marked on separate sheets between the flats.
