The University of Montana-Missoula's Faculty Senate serves to promote faculty involvement in the governance of the University. The Senate reviews, debates, and votes on issues pertaining to the academic and faculty welfare of The University of Montana (UM) in consultation and cooperation with the President and University administration. Faculty members contribute to UM governance by participating in the Senate and specific committees.

The first faculty meeting of the University was held on September 9, 1895. All five original faculty members were present. Some of the first topics of discussion were entrance examinations, the matriculation fee, and the welcoming ceremony which was to be held Wednesday, September 11, 1895. Faculty meetings were held often in the first few years to help get the University running smoothly. As the number of faculty grew, committees were formed to share the responsibilities. On October 30, 1961 this organizing body of the faculty officially became the Faculty Senate. Officials were elected and new procedures for the Senate, including the Robert’s Rules of Order, were voted on and adopted that year.

This collection contains minutes, correspondence, evaluations, proposals, and reports of the Faculty Senate dating back to 1895. Files directly concerning the Faculty Senate, its committees, and issues discussed by the Faculty Senate were largely retained. These materials may be found in series I-IV. Files about other committees or administrative bodies were retained if they contained documents reflecting direct interactions with the Faculty Senate. This collection contains extensive information about the development of the University's curriculum in Series III, Subseries 2: Academic Standards and Curriculum Review Committee; Series I, Subseries 2: Faculty Senate Minutes and Issues; and Series III, Subseries 7: Graduate Council. Information about the governance of the Faculty Senate is largely contained in Series II: Executive Committee of the Senate and Series I, Subseries 1: Articles and bylaws. The collection also contains information changes to the University resulting from financial difficulties in the 1970s and 1980s. Specifically, changes to faculty salaries and advancement, as well as the elimination of departments and programs known as retrenchment.

Custodial History

The bulk of the Faculty Senate records were held by that organization until transferred to Archives and Special Collections. Other material was held by Robert Sullivan, a former dean of the University of Montana School of Law.

Acquisition Information

These records were transferred to the Archives in four groups from 1973 to 2005. The bulk of the materials were transferred in 1999. Minute books from 1918-1948 were transferred to the Archives from the Office of the Registrar in 2019. Robert Sullivan donated material relating to the Faculty Senate with his papers at different stages beginning in 1970 and continuing until his death in 2009.

Future Additions

Periodic accruals are expected from the Office of the Faculty Senate.

Processing Note

This collection was initially organized by Camie Foos, the administrative associate of the Faculty Senate, in 2004 and 2005. Further archival organization was completed in 2005 by Robin Bick. In 2011, Steven Bingo altered the series and folder level organization of the collection to better reflect the structure and functions of the Faculty Senate. In addition, published works such as course catalogs were removed from the records group. Files duplicated by university personnel files, search committee files, case files for grievances by or about faculty, and files for the awarding of honorary degrees were also removed from the records group. Lists from the registrar of degree candidates containing student grades were also removed. Minutes, agendas, and memos relating to the Executive Committee, Academic Standards and Curriculum Review Committee, and other ad hoc Faculty Senate committees were discovered when the Archives processed the Robert E. Sullivan Papers in 2022. After discovering these materials filed gaps in the exisiting Faculty Senate Records collection (RG 021), the decision was made to incorporte them in to RG 021.

This series contains materials dealing with the Faculty Senate as a unified body, such as meeting minutes, bylaws, and communications about issues brought before the Senate. This series also includes histories of the Senate composed by past chairs, and policies and procedures for faculty advancement which were reviewed by the Senate on an annual basis. Materials by and about specific Senate committees are contained in Series II-IV.

This subseries contains minutes and agendas for the Faculty Senate. The minutes are arranged in chronological order at the beginning of the subseries. Minutes between 1969-1980 contain an alphabetic index attached to the front of each file of minutes for an academic year. Some minutes contain student information protected by the Family Educational Rights and Protection Act (FERPA). This information was removed if it could be separated without losing other minutes or information. Where such removal was not possible, the minutes have been restricted.

Series II:  Executive Committee of the Senate (ECOS), 1946-2002Return to Top

The Executive Committee of the Senate (ECOS) was created to consult with the President on matters regarding the faculty and budgetary matters that directly involve academic affairs. ECOS also serves in an executive capacity over the Senate. Specifically, the committee outlines major issues that the Senate will address for the upcoming academic year and approves the agenda for each meeting of the Senate. ECOS also has the power to appoint ad hoc committees to investigate problems of concern to the faculty. This series includes minutes, correspondence, and subject files for the Committee. The series also contains files Budget and Policy Committee, which was the executive committee of the Faculty Senate prior to the formation of the ECOS. While the records of other Faculty Senate Committees are contained within Series III, ECOS has been assigned its own series based on ECOS' broad range of functions and its central importance to the Faculty Senate.

The creation of this subseries arose as Lawrence Pettit began serving as Montana's first Commissioner of Higher Education. This subseries contains clippings, correspondence, reports, and minutes from the Board of Regents. The minutes were initially requested by Keith McDuffie in his capacity as Chairman of the Faculty Senate. The minutes were interfiled with correspondence from Pettit and the Board, as well as clippings about Pettit. While these materials are not a part of ECOS' ongoing functions and activities, the files are a part of the memory gathered by McDuffie and subsequent chairmen on an important period for The University of Montana and the Montana University System.

The Academic Standards and Curriculum Review Committee (ASCRC) is responsible for evaluating curriculum and standards regarding admission, retention, and graduation. Prior to the the creation of ASCRC,, the Curriculum Committee and the Admissions, Graduation, and Academic Standards Committee (AGAS) performed the duties currently carried out by the ASCRC. Files produced by these predecessors are contained in this subseries. The Committee makes regular proposals and recommendations based on its ongoing evaluation. This subseries consists of correspondence, minutes, reports, and reviews of specific policies and programs. Beginning in fiscal year 1984, files of minutes, correspondence, and program reviews were retained. This subseries is arranged chronologically.

The Appeals Committee was once a subcommittee of the Salary and Promotions Committee. Currently, the Committee is formed on an as-needed basis and reports to the Faculty Senate and the Office of the President. It was created to hear and make recommendations regarding individual appeals by faculty regarding their annual evaluations for raises and promotions. Matters of concern to the faculty as a whole were referred to the Review Committee. Notable amongst the ad hoc committees are committees formed in response to financial struggles during the 1970s and 1980s. This series largely consists of correspondence, minutes, and reports from committees that do not report directly to the Faculty Senate but are partially comprised of University faculty. This series also includes committees whose direct report moved away from the Faculty Senate, such as the University Athletic Committee, which was once the Faculty Athletic Committee. This committee was formed in the wake of a football recruiting investigation in 1972. One committee of broad strategic interest to the University is the Faculty Council of the Montana University System. This series is organized in alphabetical order according to name of committee.
