Leroy Garfield Mattley, from Lewisville in Polk County, Oregon, studied agriculture and mechanical engineering at Oregon Agricultural College and graduated in 1902. Mattley died on August 17, 1905.

The Leroy G. Mattley Papers consist of materials generated and collected by Mattley during his student years at Oregon Agricultural College (OAC). The collection includes programs for debates, orations, and rhetoricals by OAC students; certificates of matriculation for Mattley's enrollment at OAC; handwritten notes on proposed regulations for awarding the President's Cup for debate; and a letter to Mattley from Michigan Agricultural College. The letter notified Mattley that he had been accepted for graduate study in the fall of 1902.

The materials were transferred to the Archives from the Oregon State University Libraries Special Collections in 2009.
