The Idaho Crop Improvement Association, Inc. was organized in 1940 by certified seed growers within the state. It was incorporated in 1941. The Idaho Seed Potato Growers Association joined in 1942. They serve under a board of 10 directors, 7 of which are elected by the membership and represent various districts within the state. The ex-officio director is the Director of the University of Idaho Agricultural Research Station. The Idaho Legislature enacted the "Seed and Plant Certification Act of 1959" which designated the Regents of the University of Idaho, through the College of Agriculture of the University of Idaho, through the College of Agriculture, as the seed certifying agency for the state. They were also given the authority to designate an agent to administer and conduct the certification program. The Regents appointed the Idaho Crop Improvement Association, Inc., as its authorized agent to administer and conduct seed certification in Idaho in April 1959.

The materials were donated in 2 parts. The first part was brought in by Amy Ford from the Agricultural Sciences department of the University of Idaho in March of 1997. The second part was also brought in by Amy Ford in February 1998.
