      <abstract encodinganalog="5203_">Papers of public policy consultant and organizer Dan Leahy, who was also a faculty member at The Evergreen State College. Leahy's main areas of focus were uniting labor causes and environmental causes, monitoring utilities and other energy resources to ensure they worked for the benefit of the people in Washington State, and community organizing.</abstract>

      <p>Daniel Burke Leahy (October 6, 1943 - December 10, 2022) led a life of radical political engagement, summoning his students, neighbors, workers, and friends to understand and challenge the political and economic forces that affect our lives. Dan grew up in a Catholic community on Queen Anne Hill and attended St. Edwards Seminary. He graduated from Seattle University in 1965 with a BA in Economics and Philosophy. After traveling to Turkey as a Peace Corps volunteer, Leahy entered NYU graduate school of Public Administration (1967) on an NDEA fellowship. Confronted directly by the war in Vietnam Leahy dug into the realities of U.S. domestic and foreign policy, and refused induction. After recieving his Master's in Public Administration, Leahy became a community organizer for the Quakers. In 1973 he was appointed Executive Director of the Human Affairs Program at Cornell. In 1979, he became National Secretary of the Citizens Party. In 1980, he formed Progress Under Democracy, a political action committee focused on public utility districts (PUDs) as structures for democratic control of local resources. In 1982-84, candidates supported by Progress Under Democracy won seats on the majority of the state's PUDs where they ended participation in 5 proposed nuclear power plants. In 1984, Dan began a 25-year career as a faculty member at The Evergreen State College. Dan taught first in the Masters in Public Administration program and soon founded the state's only labor center (later known as the Labor Education and Research center), where he served as Executive Director from 1987 until 1995. Dan and his staff created The Summer School for Trade Union Women, the New School for Union Organizers, and an African American Leadership Conference, along with many classes, conferences, workshops, oral history projects, popular education forums, and strategy games to educate and train new leaders for the labor movement in Washington state. While on leave from Evergreen in 2003-2004, Leahy became Director of the Alliance for Sustainable Jobs and the Environment. Retiring from Evergreen in 2009, Leahy continued to teach and organize for the next 14 years. He died at home in Olympia in 2022.</p>

        <bioghist encodinganalog="545">
          <p><emph render="smcaps"><emph render="underline">Biographical:</emph></emph> Dan Leahy established Burke Leahy Associates (BLA), a public policy consulting firm in 1979 in Wenatchee, Washington. Its first contract was with the Public Utility District No. 1 of Chelan County in 1979. The purpose was to determine how the Public Utility District can best communicate with and make essential information available to the public. Other consultant contracts involved public power nationally and in Washington state.</p>
          <p> Leahy, along with Bethany Weidner, incorporated the National Public Power Institute (NPPI) in Washington on January 28, 1981. It was designated a 501(c)(3) organization in July 1981. The NPPI provided research and support for groups or individuals concerned with local public ownership of electric utilities or other energy or community resources. The NPPI was also heavily involved in the Washington Public Power Supply controversy, providing leadership and information about Washington state public power history, law, and institutions.</p>
          <p> Progress under Democracy (PUD) was formed on July 10, 1981 to support candidates for local/state office. PUD sponsored a strategy session in 1981 to support candidates for Public Utility District Commissions. The candidates they supported believed in the original mandate to conserve the water and power resources of the county for the benefit of the people.</p>
