Resource Advisory Committees (RAC) were established by the U.S. Department of Agriculture according to the Secure Rural Schools and Community Self-Determination Act of 2000, under Title II of PL 106-393, to review proposed local projects and make recommendations to National Forest Supervisors. The Secure Rural Schools payments support essential community infrastructure such as schools and transportation. The North Central Idaho RAC represents a five-county area: Nez Perce, Clearwater, Idaho, Latah, and Lewis.
