The Board of Regents is the central governing board for Washington State University.
Members are appointed by the Governor of the State of Washington. The Enabling Act
that established the institution implies certain administrative duties for the
Regents. In early years of the college, Regents sometimes had a direct role in both
management and operation. At other times, the Regents have served more as an
oversight and policy board. The University President is the Secretary of the Board,
and, for many matters, is the legal delegate of the Board.

The collection consists of ‘pinks,’ or outgoing correspondence originating with the
secretary of the Board of Regents on behalf of the board, dating from 1965 to 1990.
They are referred to as pinks because of the color of the paper. Also included is a
small series of university president’s report agendas, from 1960 to 1985, from a
report delivered to the Board near the start of each meeting. Usually, in the
Regents minutes, the presidential report is covered in a single line, something akin
to “the president delivered his report.” These files detail these reports in a brief
agenda format.
