    <bioghist encodinganalog="545">
      <p>William Horace Clagett was born on September 21, 1838, in Upper Marlboro, Maryland. He spent part of his childhood in Keokuk, Iowa, returning to the East Coast to study law the Albany Law School in Albany, New York. He returned to Keokuk to practice law. He married Mary E. Hart in 1861. In the early 1860s, Clagett practiced law in Nevada and served in the Nevada Territorial House of Representatives and Nevada Assembly. Clagett moved to Montana Territory, serving in the U.S. House of Representatives for Montana Territory from 1871 to 1873.</p>
      <p>During his time in the U.S. House of Representatives, Clagett introduced the Act of Dedication Bill, which led to the creation of Yellowstone National Park in 1872. Clagett continued practicing law and pursuing public office in western states after his time in Congress. He attempted to run for U.S. Senate for Idaho in 1891 and 1895 but was unsuccessful; in 1889 he served as the president of the Idaho Constitutional Convention. He died on August 3, 1901, in Spokane, Washington.</p>

      <p>William H. Clagett was a politician and lawyer who practiced law in various parts of the Western U.S. He was a member of the 42nd U.S. Congress and was president of the 1889 Idaho constitutional convention. This collection contains mostly oversized materials, such as maps. It also includes newspapers, clippings, photocopies, and a scrapbook.</p>
