Charles W. Phillips was born on May 27, 1855 in Salem, Oregon. He and his family moved to Walla Walla in 1860. In 1877, Phillips was a scout for General Howard in the Nez Perce Indian Wars. On November 3, 1881, he married Nellie Siskyou Rockerfellow and the pair moved to La Grande, Oregon to start a family. There, they owned a hardware store. After three years, the Phillips moved back to Walla Walla. Phillips created and built a park called Dreamland which opened in 1903. The park contained a zoo, garden, aviary, athletic field swimming pool, and outdoor lake. Phillips died in June, 1922.
