George Arthur Hartman (1878-1952) was born in Weston, Oregon and educated at Eastern Oregon Normal School. He first worked as a banker in Pendleton, Oregon, then became mayor and postmaster of the same city.

He also served as First Lieutenant, in Company D, 2nd Regiment, Oregon Volunteers, during the Spanish-American war in the Philippines. While in the service, he wrote letters to his family from Guam, Manila, Cavite Arsenal, Pasig, Caloocan, Marilao, Maasin, San Miguel, and San Isidro.

The collection (1898-1899) contains letters written by Hartman while he was in the service.
