The Air Pollution Control Board was created by resolution in 1955. In
1958, resolutions abolished this board and created the Air Pollution Control
Advisory Board. This was disbanded in 1967 with the creation of the Puget Sound
Air Pollution Control Agency. Both boards were responsible for studying air

Minutes of the boards’ meetings document members in attendance and
topics discussed. Much of the dialogue centered on state and local air
pollution control legislation. Board members drafted changes to the
Seattle-King County air pollution code and worked on pollution-related
ordinances. They also gave formal comments on legislation on the state level,
suggesting changes when they deemed it necessary. Trash incinerators were also
discussed at length in terms of design of pollution control devices, compliance
with new codes, and alternate methods of waste disposal. Other topics covered
in the minutes included inspections, pollution-related court cases, air
