      <head>Biographical Note</head>
      <p>Joel E. Fletcher was born January 7, 1911 in Logan, Utah. Fletcher was a 
                Professor of Hydrology at Utah State University and conducted scientific studies for the United States Department of 
                Agriculture. He married Florence Hirst Bickmore on October 12, 1934.</p>
