James "Jim" Weaver was born in Brookings, Brookings County, South Dakota on August 8, 1927. He served in World War II in the Pacific, and later moved to Oregon in 1947 to attend the University of Oregon. He received a Bachelor of Science degree in 1952.

Weaver has worked in the publishing industry, for the Oregon Department of Agriculture, and in real estate.

In 1974, Weaver was elected to Oregon's 4th congressional district, defeating Republican incumbent John R. Dellenback. He served in the U.S. House of Representatives for six terms. During his time in Congress, Weaver opposed the Vietnam War, supported environmental issues, and opposed the construction and use of nuclear power plants in the Northwest.

A trail around Waldo Lake in the Oregon Cascade Mountains was named after Weaver in 2008.
