Charles Miller was an architect known for his work in Pendleton, Oregon, and other towns in Eastern Oregon and Eastern Washington. He was born in Tina, Missouri, on October 21, 1888. He was married in 1906 and had two children. Nothing is known about his formal education, but around 1916 he moved to La Grande, Oregon, where he established his architectural practice as Charles B. Miller, Architect. When the Board of Architect Examiners was established in 1919 to license and regulate architects in the state of Oregon, Miller received license number 63 under the grandfather clause. In 1937, Miller moved from La Grande to Pendleton, Oregon, where he continued working as an architect.
Miller was registered as an architect in both Oregon and Washington, though he did most of his work in Northeast Oregon. Miller served as an engineer in WWII and he was a member of the American Institute of Architects. He was also a member of Elks Lodge No. 433 in La Grande, Oregon. He served on the Oregon State of Architects Examiners from 1922-1926. Charles Miller died on January 2, 1960, at the age of 71.
The bulk of the collection is arranged into series by decade. Projects are listed within each series using Miller's job number, corresponding roughly to a chronological order or projects. An additional series consisting of projects with no job numbers or dates have been arranged alphabetically by project name. Finally, there is one series of projects by other architects found with the drawings, also arranged alphabetically by project name.
Collection contains drawings for approximately 425 projects in Pendleton, La Grande, Hermiston, Umatilla County, Baker County, and other locations in Eastern Oregon and Eastern Washington. Projects include residential work, schools, public buildings, and commerical projects. Drawings were completed from the 1920s through the 1950s by Charles B. Miller and, after his death in 1960, by his associate Roger K. Brown.

The National Youth Administration, or N.Y.A., was a New Deal organization established in 1935 within the Works Progress Administration (WPA). It provided work training and basic education training based on United States citizenship and financial need for youth between the ages of sixteen and twenty-five.
