Ralph J. Voss (1910-2002) was the president of the First National Bank of Oregon in Portland, and oversaw the project to construct the bank's headquarters. The building was designed by Charles Luckman Associates and built by the Hoffman Construction Co., and its office tower was reported by the Oregonian newspaper to be the tallest building in Oregon at the time of its construction. The building was dedicated on May 25, 1972.
