Toshiyuki Fukushima was a Japanese American student who began his education at the University of Washington and was interned at Minidoka in 1942. He was an active member of the YMCA's University branch in Seattle.

Correspondence of Fukushima, the National Student Relocation Council, and the National Japanese American Student Relocation Council during Fukushima’s internment at Minidoka, documenting Fukushima's efforts to continue his education at an approved institution. Also instruction and policy manuals from the Wartime Civil Control Administration and the War Relocation Authority.
