Hall S. Lusk was born in Washington, D.C., in 1883. He graduated from Georgetown Law School in 1907 and was admitted to the District of Columbia bar, and then to the Oregon bar in 1910, when he commenced practice in Portland, Oregon. He was the assistant United States district attorney of Oregon from 1918 to 1920, and a circuit judge of Multnomah County, Oregon, from 1930 to 1937. He served on the Oregon Supreme Court from 1937 until 1960, when he was appointed as a Democrat to the United States Senate to fill the vacancy caused by the death of Richard L. Neuberger. He served from March to November 1960, after which he returned to the Oregon Supreme Court as a justice pro tempore until 1968. As justice emeritus, he engaged in the revision of Oregon Supreme Court procedures. He died in Beaverton, Oregon, in 1983.
This collection contains speeches, correspondence and papers of Hall Stoner Lusk concerning national affairs, legal matters, public figures, and current events. Lusk was a highly sought speaker, addressing legal, political and civic organizations. He spoke to law school graduates, at courthouse dedications, in honor of new and retiring colleagues as well as meetings of chambers of commerce, League of Women Voters, Rotary clubs and high school and university commencements. The subjects of speeches in this collection are wide-ranging, including the 150th anniversary of the United States Constitution, the life of George Washington, civil liberties and the need for religion in civic engagement. The collection also contains notes and a speech from Lusk's eight month tenure in the United States Senate, an article written for the Georgetown College journal, newspaper clippings and correspondence.
Series 1: Speeches to legal community, 1937-1965. This series consists of speeches Lusk made to law students, law school graduations, ceremonies or events honoring legal colleagues, bar associations, and professional legal organizations.
Series 2: Speeches to civic and community organizations, 1937-1966. This series contains remarks made by Lusk at a variety of civic and community events.
Series 3: United States Senate, 1960. This series includes Lusk's notes, a speech concerning his time in the United States Senate, notes on Senate stationery for a speech to the St. Vincent DePaul Society, and two envelopes bearing his Senate imprint.
Series 4: Miscellaneous, 1925-1972. This series contains correspondence (including correspondence with Washington State University), informal writings, newspaper clippings and a copy of the Georgetown College Journal from 1925 containing an article written by Lusk.
