                              <abstract encodinganalog="5203_">The Dean of Students Office was established in 1962 as part of a major administrative re-organization of the university to provide “a more efficient line of communication from the students to the university president.” The office ceased to exist as a separate unit of Student Affairs on August 1, 1997. The Dean of Students Office records document the programs and activities of the office, especially pertaining to student organizations, student living groups, student retention, non-traditional and commuter students, and services to students offered by the Dean of Students staff.<lb/>	Access to some materials in Series 4 is restricted due to the presence of confidential information.         <bioghist encodinganalog="5451_"><head>Historical Note:</head>
                        <p>The Dean of Students Office was established in 1962 as part of a major administrative re-organization of the university to provide “a more efficient line of communication from the students to the university president.” The office oversaw the dean of men’s and dean of women’s offices, the counseling center, Memorial Union, Student Health Service, residence hall counseling, off-campus student housing, student activities, international student advising, and financial aid including loans, scholarships, and employment. Robert W. Chick (1918-1996) was appointed as the first Dean of Students and served until his retirement in 1982. Under his leadership, OSU made several improvements for students. In 1966, the OSU Student Health Center created the Mental Health Clinic, the first such clinic in any West Coast student health center. Four years later, in 1970, a gynecology clinic at the Student Health Center was established. Other efforts included a round-the-clock emergency room doctor, improved dorm food service, eliminating “old-fashioned regulations” such as permission slips to eat at a different residence hall dining room, eliminating curfews for women, and establishing the first co-ed dormitory.</p>
                        <p>Under Chick, the Dean of Men Dan Poling and the Dean of Women Jo Anne Trow became Associate Deans of Students. Following Chick’s retirement, J. Roger Penn served in an interim position until a permanent vice president for student services could be hired. Trow was named vice president for student services. She held the position from 1983 until 1995. Following Trow, Larry Roper served as vice provost for student affairs.</p>
                        <p>The office ceased to exist as a separate unit of Student Affairs on August 1, 1997. The office’s responsibilities were distributed among existing Student Affairs units.</p>

                                    <p>These records were originally described as a part of the Office of Student Affairs Records (RG 102). In 2018, materials relating to the Dean of Students Office were separated from RG 102 and described as this collection.</p>
                                          <p>A VHS videotape identified as "Older than Average, undated" was determined to be in a poor condition and to be a duplicate of footage with the same title on a U-matic videotape in the collection.  The VHS videotape was removed from the collection and discarded.</p>

                                 <p>The Dean of Student's Office was established as part of a major administrative re-organization, resulting in the merging of the <extref show="new" actuate="onrequest" href="https://archiveswest.orbiscascade.org/ark:80444/xv65002" role="text/html">Dean of Men (RG 134)</extref> and <extref href="https://archiveswest.orbiscascade.org/ark:80444/xv06506">Dean of Women's Office (RG 057)</extref>. <extref show="new" actuate="onrequest" href="https://archiveswest.orbiscascade.org/ark:80444/xv54187" role="text/html">Dan Poling (MSS Poling)</extref> and <extref show="new" actuate="onrequest" href="https://archiveswest.orbiscascade.org/ark:80444/xv66387" role="text/html">Jo Anne J.                                  <p>The Dean of Students Office records document the programs and activities of the office, especially pertaining to student organizations, student living groups, student retention, non-traditional and commuter students, and services to students offered by the Dean of Students staff. Records include publications, policies and procedures, reports, subject files, correspondence, meeting minutes, photographs, sound recordings, and related documentation.</p>
                                 <p>The collection is arranged into ten series, each an area of focus for the Dean of Students Office. The Fraternities and Sororities series contains materials related to Greek life at OSU, along with over thirty specific fraternities and sororities. Many of them are no longer active at OSU, so much of the material on specific groups deals with their dissolution. The Student Housing series includes information regarding different housing options in and around the OSU community, particularly resident halls, cooperatives (both privately and univeristy owned), and off campus housing. The Older Than Average and Commuter Students series focuses on the special needs and issues important to students over 25 and commuter students. The Correspondence and Memoranda series and the Administrative series focus on the running of the Dean of Students Office, specifically budgets, annual reports, staff meeting minutes, and incoming and outgoing correspondence. The Withdrawals and Retention series centers on research and reports surrounding student withdrawal rates, with an eye towards understanding why students withdrew in hopes of preventing in the future. The Student Conduct series includes rules and regulations students had to follow and committees that oversaw this work. The Student Deaths series contains information on individual students who died while attending OSU as well as the procedures to follow when a student died. The Publications series includes many variations of newsletters and brochures related to the activity of the Student Services Office. The Subject series includes files organized by topic that were collected for reference and informational purposes.</p>

         <scopecontent>
                  <p>Series 1 includes records pertaining to Greek life at OSU along with over thirty specific fraternities and sororities. Many of the fraternities and sororities are no longer active at OSU, so much of the material on individual groups concerns their dissolution. Also included are conduct violations and their efforts to redeem themselves.</p>
                        <p>The series also includes rush lists, Panhellenic Council minutes, copies of the <extref show="new" actuate="onrequest" href="https://oregondigital.org/catalog?f%5Bnon_user_collections_ssim%5D%5B%5D=osu-scarc&amp;locale=en&amp;q%5B%5D=Greek+Columns&amp;search_field=all_fields" role="text/html"><emph render="italic">Greek Columns</emph></extref> newspaper, Interfraternity Council officer lists, records from Student Affairs Task Force on Greek Life, correspondence, financials, and grade averages.</p>
                        <p>Of special note, this series has material that describes the initiation of Eugene Okino (1947-), a third-generation Japanese American, into OSU’s Beta Pi chapter of Sigma Chi in 1966. The OSU community supported the initiation of Okino, however a single Californian alumnae of Sigma Chi found Okino “personally unacceptable” and denied his initiation, an action supported the fraternity’s national constitution. Due to Oregon’s State Board of Higher Education and OSU’s non-discrimination policy, rejecting Okino would have made Beta Pi ineligible to continue as an organization at OSU. Ultimately, Sigma Chi’s national constitution was changed and Okino was initiated.</p>

                  <p>Series 3 includes papers related to “older than average” (OTA) students (over 25) and commuter students. During the 1970s and 1980s, OSU paid close attention to these students and their needs. OSU held special events for the OTA students, such as networking events, as well as conducted surveys to try and determine their unique interests and needs. Groups, such as the Chrysalis Society, were created as a support group for OTA students. Commuter students also got special attention, as a group with special needs. Much of the material on commuter students relates to the logistics of commuting, such as parking.</p>

                  <p>Series 4 is primarily general correspondence related to the running of and administration of the Dean of Students Office. The bulk of this correspondence spans from 1970 to 1975. Additionally, there are complaint letters and responses, correspondence regarding staff meetings, staff directories, and memoranda. The restricted correspondence are letters from students or prospective students with questions and concerns regarding their enrollment, personal matters, or academic issues. These letters document the types of concerns of incoming students during this time. Dr. Jo Anne Trow and Dan Poling are two of the primary people represented. They served as the last Dean of Women and Dean of Men, respectfully, before being named Associate Deans of Students in 1969, when their offices assumed responsibility for all the university’s students.</p>
