      <head>Biographical Note</head>
      <p>Smith is responsible for much of the bond law on the books in the states of Utah and Nevada.  He served as financial advisor to the states of Utah and Nevada and most of the political subdivisions in those states.  He is a former member of the Salt Lake City School Board, Board Chairman of the Intermountain Sexual Abuse Treatment Center, member of the Salt Lake Council on Foreign Relations, Executive Committee of Utah Chapter of Prevention of Child Abuse, and Executive Committee Network Against Child Abuse.</p>
