Phillip Parcher attended Oregon Agricultural College 1915-1919 and graduated with a degree in Industrial Arts in 1919. He was born on February 26, 1895. According to the 1925 alumni directory, Parcher was a teacher at Benson Polytechnic in Portland, Oregon.

The Phillip Parcher Photograph Album consists exclusively of duplicate 8x10 inch prints of photographs made by Parcher during the summer of 1915, while he was attending Oregon Agricultural College Summer Session. The photographs depict campus buildings and views and other local scenes. Of special note are images of a monkey puzzle tree near Benton Hall, the Willamette River near Corvallis, and the Liberty Bell en route through Oregon. In 1915, the Liberty Bell was shipped on a flat rail car from Philadelphia to San Francisco for exhibition at the Panama-Pacific Exposition. En route the train made a short stop at Junction City, where the photographs in this collection were taken.

According to the description included in the album, the photographs were made with an Eastman View Camera on 5x7 glass plates. The glass negatives were no longer extant as of 1974. The prints in the album were reproduced from the original 5x7 prints, which are not part of this collection. The 8x10 prints were likely made in the early 1970s, shortly before they were received by the Oregon State University Archives.

The cover sheet in the photograph album indicates that the photographs were made by Fred P. Parcher. No record was found to confirm enrollment for Fred Parcher at Oregon Agricultural College in the summer of 1915 or graduation in 1919. However, Philip Parcher was enrolled in the summer of 1915 and graduated in 1919. Consequently, the collection has been renamed the Philip Parcher Photograph Album. In 2014, the photographs and description were separated from the album, which was removed from the collection.
