Sally Bagshaw was born in Portland in 1951 and attended Stanford University and the University of Idaho's law school. She worked as an Assistant Attorney General and as a business and finance lawyer for both Washington State University and the University of Washington. For eight years she was Chief of the Civil Division of the King County Prosecuting Attorney's Office.

Bagshaw was elected to City Council in 2009 and reelected in 2013. In 2015 Council was reorganized to be based on districts, and she was elected to represent District 7. She chaired committees focused on parks, neighborhoods, and human services. She chose not to run again in 2019.

Photos from Bagshaw's office during her tenure on City Council. Park, libraries, and community centers are represented. Capital projects, dedications, proclamations, low income housing, tiny house events, and more are also included. Digital images show Bagshaw at various official events, including Oath of Office.
