Scope and Content: This accession contains the records of the University of Washington Medical System's Utilization Review Committee. Mandated by the 1966 legislation that created Medicare and Medicaid, the Utilization Review process was the first government-mandated and formal process to track the legitimacy and "medical necessity" of medical interventions and payments for them. The Utilization Review system continued into the mid-1970s, when it was largely superseded by Professional Standards Review Organizations (PRSOs).

Materials in the accession include not only extensive minutes of URC meetings, but also copies of coverage memos from Blue Cross/Blue Shield (the local payment intermediary), correspondence with doctors and within the university, and documentation of the creation of the local PRSO and the University of Washington Medical System's role within it.
