      <abstract encodinganalog="5203_">Cecil Garland has worked throughout his
		  life to protect undeveloped areas. During the 1960’s, Garland lead the effort
		  include the Scapegoat Wilderness in the National Wilderness Preservation
		  System. This collection contains materials from Cecil Garland’s work with the
		  Lincoln Back Country Protective Association and his personal conservation and
		  Forest Service work. This includes correspondence, writing, materials from the
		  Lincoln Back Country Protective Association, general wilderness and
		  conservation research materials, maps, various publications, photographs and
		  two pieces of artwork.</abstract>

      <head>Biographical Note</head>
      <p>Cecil Garland was born on September 7, 1925. As a young man, he moved to
		  Lincoln, Montana where owned and operated a hardware store iand worked for the
		  Forest Service. These work experiences allowed Garland the opportunity to use
		  and work with other users of the wilderness from just north of the Lincoln to
		  the Scapegoat Mountains, which boarder the Bob Marshall Wilderness. </p>
      <p>Attempts to develop this area lead Garland and William Meyger to form
		  the Lincoln Back Country Protective Association in 1960. The Forest Service had
		  approved the area for road development and the Anaconda Mining Company had
		  applied for a permit to mine copper with the Montana Land Board. Meyger died in
		  1962 and Garland then became president of the Association. By 1969, the
		  Association’s efforts to hinder logging and mining development in the Scapegoat
		  Wilderness prompted community members to boycott Garland’s hardware store.
		  However, the Associations efforts did receive support from other communities in
		  the state.</p>
      <p>The Scapegoat Wilderness became part of the National Wilderness
		  Preservation System in 1972. It is both the first wilderness area proposed only
		  by citizens after passage of the 1964 Wilderness Act and the first de facto
		  wilderness area to enter the system.</p>
      <p>Garland moved from Montana in the 1970s and has continued to work for
		  protection of undeveloped land. During the 1980s, he worked with The Great
		  Basin MX Alliance to protect the Utah’s Great Basin from military development
		  and during the 1990s he spoke out against a Las Vegas water project. </p>
      <p>Garland died in Utah on May 11, 2014.</p>

      <p>This collection contains materials from Cecil Garland’s work with the
		  Lincoln Back Country Protective Association and his personal conservation and
		  Forest Service work in Montana. This includes correspondence, writing,
		  materials from the Lincoln Back Country Protective Association, general
		  wilderness and conservation research materials, maps, various publications,
		  photographs and two pieces of artwork. It is divided into five series.</p>
      <p>Series I, Correspondence and Writings, contains incoming and outgoing
		  correspondence with government officials, Lincoln Back Country Protective
		  Association members and community members regarding various wilderness issues.
		  It also contains various speeches, position statements, a biographical
		  statement and articles by Garland. This series is organized between
		  correspondence and writings each in chronological order. </p>
      <p>Series II, Lincoln Back Country Protective Association Materials,
		  contains publications, news releases, resolutions, a mailing list, membership
		  lists, testimonies, proposals, the Association constitution and by-laws,
		  clippings, photos, a cashbook and scrapbooks. This series is organized by
		  format. </p>
      <p>Series III, Wilderness and Conservation Research, contains
		  correspondence, articles, reports, meeting minutes, resolutions, pamphlets,
		  clippings and miscellaneous papers on various Montana and National conservation
		  topics. These topics include Big Sky Resort, Blackfoot-Sun River Divide, Sun
		  Butte Dam, pollution, timber and various state and national wilderness
		  organizations. This series is arranged alphabetically by topic or
		  organization.</p>
      <p>Series IV, Maps and Publications, contains various maps of National
		  Forests in Montana, one map, hand-drawn by Garland, of the Helena National
		  Forest roads and trails and publications on Montana conservation topics. This
		  series is divided into two categories, maps and publications, each arranged
		  chronologically.</p>
      <p>Series V, Artwork, contains two empty binders with artwork by Garland
		  on the covers.</p>
