Cyrus Olney (1815-1870) was a noted politician and lawyer who came to Oregon from his native Ohio. Olney served as the 6th Associate Justice of the Oregon Supreme Court in the Oregon Territory. Olney was a member of the 1857 Oregon Constitutional Convention and served in the Oregon legislature. Absalom B. Hallock (1826-1892) was one of Portland's earliest contractors.

The collection consists of a four page letter from Cyrus Olney of Astoria, Oregon, to A. B. Hallock of Portland, Oregon, October 29, 1860. Olney asks Hallock to make survey of Astoria.
