In October 1917, the State Council of Defense stated in a letter that the County Councils of Defense should name a War History Committee in each county. These committees were asked to collect every record from the time of America's declaration of war, in April 1917, until the end of the war. The Pacific County War History Committee was made up of three members: Mrs. Miles (Blanche) Leach and Mrs. W. B. (Katherine) Murdock, both of South Bend; and Frank G. Crawford of Menlo. Edmond S. Meany, a Professor of History at the University of Washington, was the head of this historical work in the State of Washington.
