         <p>The Washington Roadside Council was organized to encourage the
		  conservation of the scenic beauty of cities, countryside and highways and to
		  promote highway safety. They lobbied for laws governing billboards and also
		  promoted underground wiring. The organization began as a committee of Allied
		  Arts of Seattle. Presidents were Jonathan Whetzel and Jack Robertson.</p>
