The Washington Association of Churches is thought to have existed in some form since 1919. The name was originally the Washington-Northern Idaho Council of Christian Education, changing in 1935 to the Washington and Northern Idaho Council of Churches. The name was shortened to Washington-Northern Idaho Council of Churches in 1959. In 1968 the state council title was changed to Washington State Council of Churches; in 1975, it was renamed the Washington Association of Churches.

The Council of Churches of Washington and Northern Idaho was created by a group of Protestant churches as their agency for cooperative planning, Christian fellowship and united action. Its membership was composed of participating denominations in Washington and Northern Idaho and accredited local councils of churches. In 1966, the Roman Catholic Archdiocese of Seattle joined the Greater Seattle Council of Churches.

The Council's work was divided into three major divisions: 1) Christian Education, including children's work, youth work, campus ministry, adult work and family life, and pastoral conferences 2) Christian Missions, including evangelism, church planning and strategy, town and country, migrant work, Church world service, faith and order, and 3) Christian Social Relationships, including legislation, church and economic life, social welfare and institutional ministry, international relations, religious liberty, racial and cultural relations. In addition to the divisions, three commissions, Budget and Finance, Public Relations, and Research were constituted to implement the program of the Council. The Departments of United Church Women and United Church Men were formed to "promote and interpret" the program. Each division, commission and department was responsible to the General Board of the Council. An Executive Committee was empowered to act for the Board between its meetings. The General Secretary was the foremost staff member and provided continuity to the Council. This position was held by Gertrude Apel from 1930 until 1958. She was succeeded by Ralph Turnidge, 1959-1964, and Clement Hahn, 1964-1966.

The Washington Association of Churches (WAC) continues to serve as an association of 10 Christian denominations and 11 ecumenical organization which work together on the task of ecumenism in Washington State. Since 1975, WAC has served as a focal point for dialogue, advocacy, action and reflection, facilitating meetings between member churches and forming partnerships with a diverse range of organizations and communities.

Scope and Content: Correspondence, reports, minutes, clippings, ephemera.

Until 1958 the Washington-Northern Idaho Council shared offices, staff and budget with the Seattle Council of Churches. Dr. Gertrude Apel served as Executive leader of both. In December 1958 the two councils divided their assets and liabilities and established separate budgets. The records in this accession are primarily those of the Washington-Northern Idaho Council but include records of the Seattle Council as well. No attempt has been made to separate the records of the two groups.

Columbia Basin Project Committee
Biographical/Historical Note: The Columbia Basin Project and the subsequent growth of the area affected by this project presented a unique opportunity in cooperative church planning. In 1951, the Council undertook to survey the area in order to predict the number and size of new communities, the population increase of existing communities and project church needs for the next ten years. Guided by its study the Council assigned to certain denominations areas in which they would be responsible for coordinated and planned development. By substituting friendly cooperation for inter-church rivalry they hoped to match secular community building with "spiritual engineering."

Biographical/Historical Note: The Program Section on Legislation was part of the Division of Christian Social Relations. The function of this Program Section was to provide expression to the Christian concerns of its members and for "such legislation as will serve the needs of all the people". The Section formulated a set of "Legislative Principles" which represented the consensus of Council opinion on current social issues. The Council also held Legislative Conferences each biennium concurrent with sessions of the State Legislature, published a newsletter, ALERT, and sent a Legislative Representative to Olympia during sessions. By such means the Council sought to influence Legislation in areas such as tax reform, civil rights, liquor control, narcotics, gambling, Sunday laws, marriage laws, pornography, capital punishment, penal reform, migrants and child welfare.

Migrant Affairs Committee
Biographical/Historical Note: The Ministry to Migrants was a longtime concern and interest of the Council of Churches. Previously, the work had been carried on by the Council of Christian Education under the leadership of Gertrude Apel. In the early 1940s the Committee for Migrant and Resettlement Work functioned under the joint auspices of the Council and the North American Home Missions Council. The primary purpose of the Ministry was to provide for the spiritual needs of migrant laborers but it also undertook to meet their immediate material needs. A Council minister visited the labor camps to conduct services and bible classes and eventually a mobile chapel was purchased by the Council. The Migrant Committee maintained a summer staff which coordinated and encouraged the efforts of local communities to operate "Friendship Centers" and to supply food, clothing, bedding, adult classes, and day care for the migrant families.

Planning and Strategy Committee
Biographical/Historical Note: The Department of Church Planning and Strategy (later the Program Section on Church Planning and Strategy) was responsible for conducting research and consultation in the field of church extensions and adjustments in order that resources be wisely used, and "competition, duplication and overlapping of efforts" by churches and denominations be eliminated. Membership in the Planning and Strategy Department was composed of representatives of each constituent denomination. All actions and recommendations regarding assignment of responsibilities or allocations of territories of any given area to a church denomination or any agency were submitted to Planning and Strategy for final adoption. Before the Department could make any recommendations a survey of the field was authorized to discover the religious needs of the constituents. Surveys were also made on a city, county or region wide basis for the purpose of long range planning of church extension needs. Some of these surveys are also filed as Report in the main body of the records, as well as in this series.

Biographical/Historical Note: The Ministry to the Returning Japanese was primarily concerned with integrating Japanese Americans returning, in 1945, from relocation camps into established denominational churches in the city. The Ministry also maintained two hostels to provide temporary shelter.

Seabeck Christian Conference Committee
Biographical/Historical Note: Seabeck was purchased in 1914 by Lawrence J. Colman and George Colman and administered in perpetual trust by representatives of the Washington and Northern Idaho Council of Churches, the YMCA and YWCA. It was maintained as a non sectarian camp in order to provide facilities in a pastoral setting for the use of religious groups and conferences. The Seabeck Committee of the Council planned the annual Inter-Church Conference at Seabeck, (Inter-Denominational after 1949) the first of which was held in 1943. The Conference brought together officers and members of Councils of Churches, church leaders, executives, ministers, laymen, laywomen and youth from all parts of the state for business, study, meditation, recreation, and the development of a "united Protestant strategy."

The arrangement of the Committees and Groups series reflects the three major divisions of the Council's work, various committees within those divisions, commissions, departments and special committees. The Council's filing system was kept as much as possible; therefore, records of one committee are often filed with another committee when the subject matter overlaps.

Scope and Content: Correspondence, reports, bulletins, lists, legislation, subject series, financial records, conferences and conventions, programs, ephemera; 1922-1968 (bulk 1940-1968).

The final series, Pacific Northwest Council On Theological Education, consists of records of this Portland organization. Its relationship to the Council is not clear.
