Historical BackgroundReturn to Top

Washington State Penitentiary (also known as the Walla Walla State Penitentiary) is the second-largest men's prison in Washington State with an operating capacity of 2,200. It opened 131 years ago in 1886, three years before statehood. It was the only state penitentiary until 1956 with the opening of the Larch Corrections Center. B.J. Rhay was warden from 1954-1974. He instituted a series of reforms to address violence at the facility.
