The Northern Pacific Railroad partnered with the Lake Washington Belt Line Company in 1890 in order to build rail connections and a ship canal to connect towns on the east side of Lake Washington with Puget Sound, which would help to grow industrial development around the lake. In 1891, the Northern Pacific and Puget Sound Shore Railroad purchased a right of way of one hundred feet from the Lake Washington Belt Line Company in order to build, operate, and maintain the proposed rail line.

Construction of the rail line began, but the Panic of 1893 temporarily halted work. The Lake Washington Belt Line Company declared bankruptcy in 1896. In 1904, Northern Pacific finally completed the line, which connected Renton and Woodinville and helped freight move quickly on a north/south route by avoiding Seattle.

Stockholders and trustees of the Lake Washington Belt Line Company included Gardner Colby, Charles L. Colby, Thomas F. Oakes, Colgate Hoyt, James McNaught, and others.

The minutes primarily relate to financial matters, the creation of an Executive Committee, and the election of trustees and officers. Also included is a photocopy of the Right of Way Deed between the Lake Washington Belt Line Company and the Northern Pacific and Puget Sound Shore Railroad Company.
