The Burnside Community Council was an organization that provided services for homeless adults in Portland, Oregon. It was founded by Michael Stoops and operated a shelter, Baloney Joe's. After the Burnside Community Council's collapse in 1987, the Salvation Army took over Baloney Joe's, renaming it the Recovery Inn.
