Summary
The Elvin A. Duerst Papers are comprised of materials relating to his education and career as an international agricultural economist.  The collection includes records from his time as an agricultural economics student at Linfield College, Oregon State College (BS 1937) and the University of Illinois (MS 1939) and materials documenting his professional work in agricultural transportation and infrastructure projects, economic development planning, and foreign aid coordination. Duerst's career was comprised of work with numerous federal aid agencies such as the United Nations Relief and Rehabilitation Administration (UNRRA), Food and Agriculture Organization of the United Nations (FAO), Institute of Inter-American Affairs (IIAA), International Cooperation Administration (ICA), United States Agency for International Development (USAID), International Bank for Reconstruction and Development (IBRD), and private contracting firms such as Stanford Research Institute (SRI), Systan, Inc., Hoff & Overgaard, James R. Snitzler Associates, and Westwood Research, Inc.

Biographical NoteReturn to Top

Elvin Albert Duerst (born 1915) was an international agricultural economist with government and private contract positions in Asia, Latin America and the Middle East.  Born in McMinnville, Oregon, he attended Linfield College (1932-1935), graduated from Oregon State College in 1937 with a degree in agricultural economics, and earned a master's degree in agricultural economics from the University of Illinois in 1939.  Duerst was involved with the Oregon chapter of the Future Farmers of America during high school and college.  Additionally, he completed post-graduate work in economics at American University and Johns Hopkins University.

After earning his master’s degree, Duerst joined the Montana Extension Service as a county agent from 1940 to 1945.  After World War II, he began work with the United Nations Relief and Rehabilitation Administration (UNRRA) and the Food and Agriculture Organization of the United Nations (FAO) on agricultural relief in China.  From 1948 until his retirement in 1966, Duerst held several agricultural economist and program officer positions with international aid agencies including the Institute of Inter-American Affairs (IIAA) in Paraguay and Brazil, the International Cooperation Administration (ICA) in Peru and El Salvador, and the Agency for International Development (USAID) in El Salvador.  In the decade following his retirement, Duerst served as a consultant on agricultural and economic development projects, including advising the Central Treaty Organization (CENTO) on the Trans-Asian Railway, and community development projects in Nicaragua, the Philippines and Costa Rica.  In 1967, Duerst joined the Stanford Research Institute (SRI) as an economic consultant and advised on agricultural planning and transportation projects in Bolivia, Honduras, and Saudi Arabia.  From 1975-1979, Duerst served as a consultant to the Local Industrial Development Department of the Arabian American Oil Company (ARAMCO) in Saudi Arabia.

Duerst's work encompassed a wide variety of tasks and objectives. While employed by UNRRA, FAO, and the IIAA, he was primarily responsible for advising local farmers on modern agricultural techniques and helping to move rural communities beyond subsistence farming. However, as his career progressed, he became increasingly involved developing policies for national economic growth, and developed expertise in commodities transportation and infrastructure development. Many of these projects impacted whole countries and even, in the case of CENTO, international regions.

Duerst died in May 2006 in McMinnville, Oregon.

The Elvin A. Duerst Papers are comprised of materials created and assembled by Duerst in the course of his education and career as an international agricultural economist.  The collection provides a broad look at the United States' involvement in foreign agriculture and economics throughout the Cold War era and details the impact of President Harry S. Truman's Point 4 Program on subsequent international aid activities led by the United States government.  Moreover, the collection documents the exchange of modern agricultural ideas and the transition in developing countries from traditional farming and transportation methods to modern, mechanized practices.

Series 1 includes biographical information, personal artifacts, correspondence, student records from Oregon State College and the University of Illinois, and records pertaining to Duerst's art collection. The Oregon State College materials include notes and projects for agricultural economics courses as well as documents pertaining to the Agricultural Club.  The University of Illinois materials include records for agricultural economics courses and Duerst’s thesis: "Farm Security Administration Credit and Organization of Low-Income Farms, Brown County, Illinois."

Series 2 is comprised of materials related to Duerst’s employment as a county agent for the Montana Extension Service from 1940-1945.  Series 3-16 are comprised of materials documenting Duerst's career as an agricultural economist for the United Nations, various U.S. government aid agencies, the Stanford Research Institute, and other private organizations.  Duerst specialized in agricultural and transportation infrastructure projects, economic development planning, and foreign aid coordination in Asia, Latin America, and the Middle East.  Materials include correspondence, memoranda, studies, reports, project files, subject files, and publications. Related photograph albums, photographs, and maps can be found in Series 19 and 20.

Series 17 is comprised of administrative materials and publications related to United States foreign aid agencies in Latin America including the Institute of Inter-American Affairs (IIAA), the International Cooperation Agency (ICA), United States Agency for International Development (USAID) and the Regional Office for Central America and Panama (ROCAP).  Series 18 is comprised of professional project materials related to Duerst’s personal research interests and international travel.

Series 19 is comprised of 14 photo albums, 37 postcards and 263 photographs.  These materials document Duerst's travel and work in China in 1946-1948 and in Latin America, Saudi Arabia, and the Philippines in the 1960s and 1970s; his work in Montana in 1940-1945; and his student years at the University of Illinois in the late 1930s.  Series 20 is comprised of 116 maps primarily of China, Saudi Arabia and Bolivia, with an overall emphasis on Latin American countries.

Series 1:  Biographical Materials, 1929-1999Return to Top

Series 1 is comprised of personal and professional correspondence, personal calendars, financial and real estate records, class notes and projects, Oregon Association of the Future Farmers of America records, Oregon State College Agricultural Club records, employment records, personal art collection records, and newsclippings. Educational records include four animal husbandry and farm management project books from McMinnville High School from 1929-1932; Oregon State Agricultural College course notes in farm management, agricultural economics and soil science; and Duerst’s thesis submitted as part of his degree requirements for Master of Science in Agricultural Economics at the University of Illinois Urbana in 1939. The thesis is titled "Farm Security Administration Credit and Organization of Low-Income Farms, Brown County, Illinois." Additional educational materials include post-graduate courses in economics at both American University (1955) and Johns Hopkins University's School for Advanced International Studies (1955 & 1960). Also present are land resource planning reports for the 1939 Bureau of Agricultural Economics study of Coos County, Oregon, which Duerst prepared after obtaining his master’s degree.

Series 2:  Montana Extension Service, 1923-1946Return to Top

Series 2 is comprised of correspondence, notes, newsletters and bulletins, 4-H Club reports, county reports, project reports, publications, and agricultural subject files. Duerst served as a land use planning agent and assistant county extension agent in Montana from 1940-1942. He developed community land use planning programs, 4-H Clubs and other extension programs. As the Sanders County agricultural extension agent from 1942-1945, Duerst led educational activities in agriculture and home economics. In this position, he wrote extensive annual reports of Sanders County, which include several annotated photographs. One photograph album and loose photographs of agricultural work in Montana are included in Series 19. A conservation survey map of Wibaux County can be found in Series 20.

Series 3:  China (United Nations Relief and Rehabilitation Administration/Food and Agriculture Organization of the United Nations), 1943-1953Return to Top

Series 3 is comprised of correspondence, notes, memoranda, progress reports, newsletters, project files, reports, publications, and subject files related to the agricultural rehabilitation efforts of the United Nations Relief and Rehabilitation Administration (UNRRA) and Food and Agriculture Organization of the United Nations (FAO). Also included in this series are Duerst’s employment records related to his position as assistant to the chief of the UNRRA Agricultural Rehabilitation Division in Shanghai from 1946-1947. His work primarily related to agricultural supply planning and administration. Included are several reports written by UNRRA colleagues regarding reclamation of the Yellow River in the Henan province. Other agricultural reports discuss tractor delivery and trainings, livestock breeding, and the impact of communist violence on relief efforts. As the assistant in charge for the special advisory group of the FAO in Nanking and Shanghai, Duerst worked on agricultural technical services and administrative management from 1947-1948, which focused heavily on revitalization of Chinese fisheries. Six photograph albums and loose photographs detailing UNNRA’s work in China can be found in Series 19. 7 maps related to Chinese agriculture are located in Series 20.

Series 4 is comprised of budget and administrative records, monthly progress reports, correspondence, memoranda, working files, reports, publications, agricultural subject files, and news clippings related to the Institute of Inter-American Affairs (IIAA), Servicio Tecnico Interamericano de Cooperacion Agricola (STICA), and Crédito Agricola de Habilitacion (CAH) in Paraguay.  As a senior agricultural economist for IIAA from 1948-1952, Duerst focused on program planning and evaluation, and produced economic sector analyses.  He authored several articles in this series regarding agricultural development and economic resources in Paraguay.  Additionally, he conducted and coordinated several ethnographic studies including the “Study of 162 CAH Farmer-Borrowers in Central Paraguay” from 1948-1950. Series 13 contains correspondence, notes, drafts, employment records, studies, reports, publication and subject files related to Duerst’s contract work in Saudi Arabia. His efforts focused predominately on agricultural and commodity transportation throughout the kingdom. Sub-Series 3 contains an organizational chart of the government of the Kingdom of Saudi Arabia from 1977. Series 19 contains five photograph albums and loose photographs related to Saudi Arabia. Series 20 contains 40 maps related to the Saudi Arabia National Transport Survey, feeder road study, road and railway transportation, and regional development planning.

Sub-Series 4 is comprised of correspondence, memoranda, notes, drafts, personnel materials, magazine clippings, newsletters, program manuals and reports, agreements, reports, project files, and publications.  While employed as a USAID program officer in El Salvador, Duerst completed small economic studies in Ecuador, Costa Rica, Guatemala, Honduras, and Nicaragua for the Regional Office for Central America and Panama (ROCAP).  In particular, he assisted with country development planning efforts in Nicaragua. Series 20 contains two maps related to agriculture and the 1962-1964 Southern pine beetle epidemic in Honduras.

Series 18 is comprised of personal travel and independent research materials. In 1981, Duerst participated in a trip to China hosted by Linfield College and collected extensive research materials on the economic status of the country in the late 20th century. This series also contains materials related to consultant contracts with Westwood Research, Inc., Herbert O. Whitten & Associates, General Research Corporation and Stanford Research Institute. Duerst also collected research materials related to an international marketing monograph, as well as materials related to employment, labor and economics.

Series 19 is comprised of 14 photograph albums related to the University of Illinois, Montana County Extension Service, China, Philippines, and Saudi Arabia. Several albums include detailed captions. Also included in this series are loose photographs primarily of Central and South American countries (Argentina, Bolivia, Brazil, Panama, Paraguay, Peru), as well as China and Montana. Of particular note are scenes depiciting traditional cultures including rural Chinese and members of the Maca of Paraguay. Additional photographs depict scenes from the 1964 USAID International Rural Development Conference held in Washington D.C.

Photo album is comprised of 176 black-and-white photographs from Duerst’s time at the University of Illinois Urbana-Champaign. Photographs of the University of Illinois include the campus and surrounding area, the university marching band, and the Morrow Plots, an experimental field operated by the university. Other photos depict rural scenes including an excavation project, farms, fields, forestland and rivers. The album also includes nine postcards featuring scenes from Peoria, Mt. Sterling, Effingham, and other Illinois cities and a tintype depicting a couple on a bicycle. The album does not contain captions or other contextual information.

Montana County Extension Service Photo Album
Photo album is comprised of photographs from Elvin Duerst’s time as a member of the Montana County Extension Service. The album is comprised of 307 black-and-white photographs and 6 postcards depicting agricultural work and rural living. Subjects include cattle, hogs, and sheep, dams, agricultural fields and crop production, and friends and co-workers of Duerst. The album also includes a pencil sketch of a woman carrying a suitcase and a newspaper clipping describing Marion Smith’s 1938 visit to Hawaii. China Photo Album 1
Photo album is comprised of 221 black-and-white photographs chronicling the emergency Yellow River Reclamation Project led by UNRRA during March 1946 through May 1947. The project repaired a dike and constructed a timber trestle dam at Huayuankou. Photographs show the flooded farm lands in the Henan province resulting from the intentional destruction of a dike in 1938. A small selection of photographs documents the construction of a spur railroad for transportation of limestone from the nearby Lu Wang Fen quarry. The album includes extensive typed and handwritten captions.

Photo album is comprised of 141 black-and-white photographs depicting Duerst’s 1947 stay in China. The album also includes 111 black-and-white photographs produced by the Peiping Art Photo Studio, 20 postcards, and 15 colorized photographs. These photographs include images of boat travel, street scenes in Beijing and Shanghai, artwork, Anglo and Chinese weddings, and numerous individuals including UNRRA staff and local citizens. Landmarks pictured include the Great Wall of China and the Forbidden City as well as many other temples and shrines. Also included are photographs of dragon boats and Chinese junks, sumo wrestling, rice production, and a children’s hospital.

China Photo Album 3
Photo album is comprised of 239 black-and-white photographs depicting UNRRA projects in China and a 1947 trip to North China. The majority of the photographs detail agricultural reclamation efforts through tractor and other heavy machinery training, animal vaccinations, livestock breeding programs, fertilizer and pesticides manufacturing, food preservation classes, and farm tool manufacturing. In addition to the Yellow River Reclamation Project, photographs show other water conservancy programs such as dike repairs and reconstruction. UNRRA also led industry rehabilitation programs for fishing, railroad transport, and textiles, as well as provided loans to small industries such as blacksmithing. Other UNRRA projects focused on treating malnourished and diseased refugees through basic foodstuffs, medicinal supplies, disease vaccinations, temporary shelters, and health instructional sessions. The album also includes a series of photographs (taken by Cyrus Kiracofe of Eaton, Ohio), showing a trip to north China in the spring of 1947. Included are extensive captions describing activities depicted in the photographs.

Photo album is comprised of 366 black-and-white photographs from Duerst’s 1947 visit to China. The photographs depict city living including cityscapes of Beijing (then Peiping), waterways, architecture, street scenes, performers, and art exhibits. The album also documents rural scenes and activities including farmland, livestock, brick-making, rice cultivation, and transportation of agricultural goods. The album also includes an Agricultural Rehabilitation Division report, a map of northern China, ephemera from local hotels and the Chinese National Aviation Company, and a partial item of correspondence describing several photographs taken in China. Photo album is comprised of 64 color photographs taken during Duerst’s time in the Philippines.  Photographs include aerial views of rural areas, agricultural scenes, road construction, USAID buildings and staff, the Cagsawa ruins, a group of school children, and Filipino locals. The album also includes a USAID letter certifying Duerst’s travel in the Philippines and three handwritten notes including one in Tagalog.
