Historical NoteReturn to Top

The ten-member Board of Regents (formerly nine members) serves as the governing body for the University of Washington, which was founded in 1861. Board members are nominated for six-year terms by the governor and confirmed by the state senate. Duties of the Board of Regents include controlling University lands and properties; hiring the University president, the president's assistants, faculty, and employees of the institution; establishing colleges, schools, and departments; establishing, with the assistance of the faculty, the course of study in the University; establishing entrance requirements for students; officially accepting gifts and grants on the University's behalf; entering into contracts; and reporting on various aspects of the University to the governor and to the state legislature as required or requested. The Board of Regents consisted of nine members until 1998 when a student regent position was added.

Arrangement: Arranged according to the type of record.

Scope and Content: Correspondence, minutes, resolutions, financial records, property records, legal documents, court papers, petitions and protests, reports, committee files, subject files, clippings, etc. 1862-1965 (bulk 1873-1951). The minutes series in this accession span the period from July 13, 1877 to May 1946, but are fragmentary. There are just sixteen meeting minutes for the earliest years, but the set is complete from 1910 through 1924 and November 1929 through May 1946 .

Restrictions on Access: Open to all users.

Custodial History: These records did not come from the Regents Office. They were discovered in a closet in the Administration building by Max Hipkoe of the Purchasing Department in 1968.

Scope and Content: Bylaws, lists and biographies of regents, correspondence, minutes in several formats, committee files, reports, subject files, sound recordings, drawings, photographs, 1862-1987.

Unbound typed minutes span the period from November 1882 to December 1984; bound typescript minutes, June 1931 to March 1984; bound handwritten minutes, November 1862 to July 1984; and microfilmed minutes, November 1962 to April 1969. The only existing version of minutes from 1862 to 1882 is in volume 1 of the handwritten minutes and the microfilm copy of it.

The most comprehensive set of minutes is the unbound typed set which are usually labeled "unofficial." From 1862 until 1950 they include minutes, agendas, committee, presidential and budget reports. As the years progressed , more material was added to the monthly meeting files. From the early 1950s on, agenda packets were distributed as background information for Regents meetings. These include minutes, agendas, president's reports, memoranda to the Board of Regents, proposals, general correspondence, interdepartmental correspondence, budget adjustments, contracts, balance sheets, resolutions, and organizational charts. Starting in 1958, academic personnel recommendations were added, which include faculty appointments, gifts, grants, and status changes in staff and salaries. Summaries of property acquisitions, Associated Students of the University of Washington (ASUW) reports, statements of income from the University Bookstore, and statements of revenues, expenditures and surplus were also included in the agenda packets. Bound typscript minutes are not identical to the unbound set. They are not labeled "unofficial," and do not include agendas and the detailed gift reports, background information and Administration recommendations that are included in the unbound set. The bound typescripts usually include an index at the back of the volume.

Scope and Content: Bylaws, biographies and photographs of regents, correspondence, minutes, sound recordings, VHS videocassettes, hearings, work session materials, reports, subject files, clippings, photographs, and committee files.

Minutes date from 1985-2003 and include minutes and agenda packets for regular monthly and special Regents meetings. Agenda packets include minutes and agendas, president's reports, personnel recommendations, gifts and grant reports, bequests and endowment activity requiring regental approval, financial reports, biennium budget reports, tuition and fee schedules, student activities and services fee allocation details, lists of new faculty appointments, Alumni Association reports, resolutions, and memoranda. A bound set of minutes spans the years 1984 to 1989.

Sound cassette and videocassette recordings of meetings include regular monthly meetings, some committee meetings, meetings on the budget and stadium expansion and special hearings. Other recordings includes videocassettes and sound recordings of strategic planning work sessions on teaching, learning, research, and faculty responsibilities, videocassettes of commencement ceremonies, lectures and other campus events. Regent work session materials include correspondence, reports, and transcripts from the "blue sky" work sessions. Regental work sessions materials also include videocassettes of panels, speeches, and dialogues concerning degree programs, research and other topics.
