In 1982 Victims Rights Week became an annual event on the Boise State University campus. Utilizing community resources, it offered seminars, panels, and activities to expose the human consequences of violence. Boise State University Criminal Justice Professor Jane Foraker-Thompson initiated the week and coordinated its events from conception in 1983 until 1995. In 1986 Boise State University and Foraker-Thompson initiated a second yearly conference designed to increase awareness to both male and female students and the community, the inter-personal dynamics surrounding sexual assault.

In 1982 Victims Rights Week became an annual event on the Boise State University campus. This collection includes records from this event, which included a conference. Additionally, throughout the collection, Foraker-Thompson has included newsletters of organizations supporting the rights of victims. Two major groups whose activities are found in the files are the Council on Domestic Violence and Vanguard. The Council is an advisory board for the State of Idaho which monitors the monies, programs, and services affecting victims of domestic violence. The group lobbies the state legislature to consider bills which respond to the needs of victims. Vanguard was a grass roots organization co-founded by Foraker-Thompson, who served as president in 1986. Its purpose is to publicly recognize the rights and needs of violent crime victims, their trauma and recovery, and to educate the public about the many services and programs available to citizens who are victimized by violence.

In 1986 Boise State University and Foraker-Thompson initiated a second yearly conference designed to increase awareness to both male and female students and the community, the inter-personal dynamics surrounding sexual assault. Papers relating to this conference are also included in the yearly arrangement. The papers were originally kept in two large loose leaf notebooks and contain both primary and secondary sources.

This collection of papers was assembled by Foraker-Thompson during her tenure as professor of Criminal Justice at Boise State University.

Folders 1 to 10 are in arbitrary order of loose materials found in the pocket of notebook one. Foraker-Thompson included the notebook material from her activities while living in New Mexico during the 1970s. Her early interest in victims' causes is clearly visible in the retention of the published materials found in Folders 1 through 8. A vital document in this section is the 1979 proposal for the Boise's Women's Crisis Center. This is a landmark in public recognition of the often secret crisis of domestic violence.

Victims Rights Week Conferences, 1982 and 1983Return to Top

The 1982 Victims Rights Week conference focused on children as victims. The files address other issues of violence, particularly rape. A copy of the Victim and Witness Protection Act of 1982 is found in Folder 14. The papers relating to the 1983 Victims Rights Week identify the necessity of informing the public of the their rights when victims of crime. This was the purpose of the grant located in Folder 23.

In 1984 there begins significant legislative awareness of victims rights. Both the United States Congress and the State Legislature introduced laws regarding victims rights. A BSU course on Criminal Victimization was taught during the fall semester of this year by Foraker-Thompson.

The Crime Victims Compensation Act was passed in April 1985 through the efforts of the Council on Domestic Violence and a new grass roots organization Vanguard, Inc., whose by-laws and articles of incorporation are located in Folders 44 and 45. Another hidden issue of violence is broached in Folder 42, "Anti-Gay Violence". In her article in Folder 43, Lucy N. Friedman writes the history of the movement for the last ten years.

The theme of "From Victim to Survivor" surrounded Victims Rights Week in 1988. The endorsement of the elected officials for the cause is clearly evidenced in material retained by Foraker-Thompson.
