The critical situation faced by the agriculture industry in the 1920s and 1930s brought into existence many new problems and made existing problems more serious. Many of these problems required group action and several new governmental agencies were established to work toward the solution of these problems. The creation of these agencies was an expression of the national appreciation of the need for a prosperous and stable agriculture. However, the rapid expansion of governmental activity through many relatively independent agencies, all tending to deal directly with the individual farmer, resulted in a certain amount of confusion and thus there was a need for coordinating the activities of these agencies.

The United States Department of Agriculture set up a nation-wide program designed to enlist the aid of local farmers in planning public programs for agriculture and providing for continuing coordination of agricultural activities. The Bureau of Agricultural Economics directed the central organization in Washington, D.C., and each state had a state committee consisting of representative farm men and women and the state directors of agencies working on agricultural programs. Agencies represented included the Extension Service, Forest Service, State Land Department, Soil Conservation Service, and Farm Security Administration. In Idaho the University of Idaho Extension and Agricultural Experiment Station worked with the Idaho Land Use Planning Section in assisting the other groups. Thus, the machinery existed for enabling farmers to cooperatively develop plans and action to solve their problems locally. The program was also set up so that, where necessary, problems could be attacked on a statewide or even a nation-wide basis. Much of the data in the Idaho programs was gathered using personnel hired under the Works Progress Administration and Idaho Emergency Relief Administration.

While the Records of the County Agricultural Planning Projects span the years 1936 to 1948, many of the statistics gathered go back to the late nineteenth and early twentieth century.

The records include correspondence, mimeographed bulletins and reports, statistical material including charts and maps.

Arrangement

The material in this archival group was in labeled folders when received. Upon examination of the papers it was discovered that with only minor rearrangement the group could be divided into three series, each series being a different planning function. The original folder headings were retained.

The first series concerns agricultural planning and includes such items as data for land classification in most of Idaho's counties, and statistics on fruit, grain, vegetables, livestock, and poultry.

The second series deals with land use planning and contains many publications on the subject as well as census material, statistics on pastures for most counties in Idaho and also data from county relief programs.

The third series is concerned with resettlement planning and contains correspondence with the Federal Resettlement Administration, and mimeographed reports. These items were in numbered folders; the numbers were retained and are noted in parentheses after the folder description in the following inventory.

The final series is contained in a 10-drawer wooden map case which is physically separated from the rest of the archival group. It includes rolled maps, agricultural production graphs and charts, and other statistical data. Although the material is summarized in the following inventory a complete list of material is available in the Special Collections Department. Most items are not dated; the dates in the inventory reflect only the dated material.

Through a process of refoldering the material in this archival group and eliminating duplicate material the bulk was reduced by 2.5 c.f.

Acquisition Information

The Records of the Department of Agricultural Economics were received by the University of Idaho Library sometime prior to 1979.
