Consulting power economist and engineer.

James Metcalf was born in 1901. As a consulting engineer Metcalf worked for the Bonneville Power Administration, and was head of a firm of consulting engineers and a partner to R.W. Beck. He was associated with the Nebraska Consumers Public Power District, 1940-1942; Metcalf and Harstad Associates, 1951-1954; New York Power Authority, 1927-1942; and Tennessee Valley Authority, 1938-1941.
