Bertram P. Thomas was a consulting engineer in Seattle, Washington. His firm during the late 1950s was Thomas and Harstad Associates. He may have begun his career in the Army Corps of Engineers. Thomas was also a flood control coordinator for King County circa 1963-1964.

Many of Thomas' materials concern flood control and dam design. His notebooks relate to flood control on the Columbia, Priest and Cedar rivers.
