Biographical NoteReturn to Top

Born in 1896 in San Francisco, Juliet Gregory graduated from San Diego State College in 1919, obtaining an elementary teaching certificate. For the next two years, Gregory stayed in the San Diego area to teach before becoming a social worker for Young Women's Christian Association (YWCA) until 1925. In that same year she married Horace W. Gregory, who was a Director of Highways in Boise, Idaho. She and her husband moved to Helena, Montana, in 1932, and three years later they moved to Missoula, Montana. After 22 years of being a housewife, Gregory moved back into the work force, becoming Missoula's first and only woman mayor from 1947 until 1949. After her unsuccessful reelection bid in 1949, Gregory decided to return to school at Montana State University in Missoula. She received her B.A. in sociology and anthropology in 1955. While studying for her B.A., Gregory returned to teaching elementary school, which she did until her retirement in 1962.

Gregory remained active in both personal and civic duties throughout her life. She was active in many different clubs and organizations. She was president of the Missoula County Republican Women's Club, which allowed her to serve on the Montana Republican delegation for the 1964 Republican National Convention. Gregory was invited in 1955 to serve on the Defense Advisory Committee on Women in the Services (DACOWITS) by President Dwight Eisenhower. Gregory was also involved in various other organizations including the Missoula Chamber of Commerce, Community Chest Board, Parent Teachers' Association, Daughters of the American Revolution, Business and Professional Women, American Association of University Women, Y.W.C.A., Missoula Women's Club, Missoula Women's Civic Council, League of Women Voters, Red Cross Board -World War II, Episcopal Church and St. Hilda's Guild, Wives of Phi Kappa Psi, Sigma Alpha Epsilon Minerva Club, Rotary Club Wives, Montana Education Association, Missoula Teachers' Association, and the Missoula Cemetery Board. She died in 1990.

The collection consists of general correspondence between Gregory and the many organizations in which she was involved. Also in the collection are Gregory's mayoral papers, including three scrapbooks of clippings from her time in office. A movie reel of a speech that Gregory made from the Gregory Memorial at the Missoula City Cemetery on May 30, 1971 is also included in the collection. The collection contains several photographs on Gregory and the organizations that she was involved in. Pictures from the DACOWITS and many of Gregory's grade-school classes are included. The Gregory collection also contains many personal items, including correspondence from her two sons as well as from her grandchildren and friends. Gregory also kept mementoes about many friends, including clippings and funeral notices. Biographical information is included in the personal series.

Custodial History

All collection materials remained in the possession of Juliet Gregory until donation to the K. Ross Toole Archives.

Processing Note

The actions of the original processor are unknown. In 1998 materials were rearranged into six separate series from the original one. The scrapbooks and film, which had been housed separately from the collection, were reincorporated during reprocessing. Collection photographs were transferred to the archives general photograph collection.

In 2008, twelve scrapbooks created by the Bitter Root Chapter of the Daughters of the American Revolution were transferred from the Juliet Gregory papers to the Bitter Root DAR records (Mss 013) at the K. Ross Toole Archives. (Gregory was a DAR member, but the scrapbooks were intended to be placed with the DAR records.) As a result of this transfer, some box numbers within the Gregory papers were changed in early 2008.

In 2011 two photographs of Juliet Gregory at the G.O.P. Women's Conference, with Nelson Rockefeller and others, were added to the collection.

Separated Materials

Mrs. Gregory granted an oral history interview in 1977 as part of the Montana Women's Oral History series. This interview is located in the archives Oral History Collection on four audiocassettes (OH 049-046, OH 049-047, OH 049-048, OH 049-049).

This collection contains correspondence between Gregory and various organizations with which she was involved. Copies of the letters that Gregory wrote and the responses make up the bulk of the series. Gregory was in contact with many organizations and people, including Montana senator Mike Mansfield and 1964 Republican Presidential candidate Nelson Rockefeller. From the correspondence, Gregory was active in many Republican state and national elections. There is also correspondence with the United States Treasury Department for her involvement with defense bonds, different Federation of Women's Clubs across the United States, and many United States senators.

This series includes correspondence, copies of mayoral reports and city ordinances and resolutions, and campaign materials. The correspondence in the series is from both professional organizations and the general population. There are a couple of letters from school children. Also in the series are copies of radio speeches that Gregory gave while in office. Most of the speeches were given on KGVO radio in Missoula. The campaign materials that are in the collection are from Gregory and her opposition. They included campaign fliers and other campaign memorabilia.

This series consists of one 16 millimeter movie reel made of Gregory on Memorial Day, May 30, 1971. The color reel was made at the Gregory Memorial in the Missoula City Cemetery, for which Gregory was on the board of trustees.

In 2021, the film reel was cleaned, cored, and rehoused for preservation purposes.

The series consists of papers and correspondence from the many organizations with which Gregory was involved. The major organizations that she represented were the Missoula Cemetery Board, Missoula County Board of Trustees for Museums, and Alpha Delta Kappa. Gregory was also invited by President Dwight D. The personal items in the series are awards and certificates, clippings, biographical information, memorabilia from the 1964 Republican National Presidential Convention, and information on Gregory's friends and acquaintances. The clippings that Gregory collected ranged from her 1925 wedding announcement to articles about teaching awards that she received. Also in the collection is personal correspondence that she kept from her two sons, friends, and numerous grandchildren.

Many photographs represented in the series are of organizations that Gregory was involved in, such as DACOWITS and the Daughters of the American Revolution. Also in the series are photographs of many school related activities, such as class pictures from when Gregory returned to teaching in the 1950s. Other pictures are from the Republican activities with which Gregory was involved. One autographed picture is of former President George and Barbara Bush. The series has been transferred to the photo collection.
