The Association of Northwest Steelheaders was formed in 1960 in Portland, Oregon but local chapters spanned throughout Washington, Idaho, and California. The Walla Walla chapter opened in 1963 to save Steelhead salmon runs, encourage practices intended to bring back runs and maintain salmon as a game fish. The first chapter president was Randy Macdonald, an avid fisherman.
