Paul Jerome Raver was born in Logansport, Indiana in 1894 and attended Northwestern University. From 1923-1927, he worked as an estimating engineer for the Chicago Surface Lines, and taught public utility economics at Northwestern from 1928-1939. Raver worked concurrently as the supervisor of the Rates and Research Department of the Illinois Commerce Commission (1933-1939), and served as a member of its Rural Electrification Committee (1936-1938). In 1939, he was appointed administrator of Bonneville Power Administration, serving until 1954, when he was appointed superintendent of the Seattle City Light Company.

The majority of the records date to before 1939, and document both Raver's time as a student at Northwestern University and his professional work as an engineer and administrator. Records include: class notes and course materials from Northwestern University; a series of engineering and planning studies for Chicago Surface Lines; administrative and case files created by the Rates and Research Department of the Illinois Commerce Commission, and similar files of the Illinois Rural Electrification Committee; and correspondence and committee files of the National Association of Railroad and Utilities Commissioners.

Board, committee, and commission files include records of the Engineers Joint Council Board of Review on National Water Policy (1955-1957); Pacific Northwest Utilities Conference Committee (1947-1956); and the Washington State Advisory Council on Atomic Energy (1958-1963). Also included in the collection is a transcript of record and file of correspondence in the case of Tennessee Electric Power Company vs. Tennessee Valley Authority (U.S. Supreme Court, October term, 1938 Number 27).
