The headquarters of Brown and Caldwell is in Walnut Creek, California, with branches in Seattle, Washington and other cities. In 1958 the firm conducted the Metropolitan Sewage Survey in Seattle. From that a regional agency, Municipality of Metropolitan Seattle (METRO), was formed to carry out the sewage plan.
