The creation of Seattle's Department of Community Development was approved by City Council in February 1969. The DCD was expected to "administer the city's comprehensive plan, to review the administration of city building codes and hear building code infractions, and to manage urban renewal and neighborhood planning." (Source: Historylink.org Essay 1178) James Braman was the director of the department from 1969-1974, during which time the Urban Renewal Project for Pike Place Market was developed. G. R. Bartholick was the architect and planner for the Pike Place Project. Other organizations involved in the project were the City of Seattle Board of Public Works, the U.S. Department of Housing and Urban Development, Victor O. Gray and Company (structural engineers), Rader and Leonard and Associates (control survey), Benjamin S. Notkin and Associates (mechanical engineers), and R. Martenson and Associates (electrical engineers).

Set of 94 architectural drawings on paper vellum for the Pike Place Project (Washington R-17). The set is titled "Rehabilitation and restoration of main market core buildings, as-built survey" with various dates 1974-1975. The job number on these drawings is 1974-S-1. The set includes a cover sheet that gives an index to the plans, which are numbered AB-1 to AB-94. Buildings include the Main Market Core Buildings, the Leland hotel, Bakery Building, the LaSalle Hotel, Cliff House Hotel, Outlook Hotel, Outlook Market, and Economy Market. The plans are arranged in the categories of structural plans, architectural plans, elevations, building sections, and details.
