The Washington State Defense Council was created to assess available civil resources during World War II. W. Walter Williams was Chairman of the Council, and Irving S. Smith was the Executive Director. The Council's headquarters was located at the Field Artillery Armory on Harrison Street in Seattle, located at what later became Seattle Center.

Scope and Content: Reports and policies of the Washington State Defense Council's Day Care Committee, Children in Wartime Committee, Child Care Committee for Employed Mothers, Children in Agriculture Committee, and other local committees. Includes a policy resolution adopted by the Day Care Committee in which the committee "agrees to develop, integrate and coordinate county, state and federal programs to the day care of children of working mothers" while they are employed during World War II, an "Activity Report for Services to Children of Working Mothers," a "Flow Chart in Processing of Community Child Care," a "Guide for Setting Up Standards for Youth in Agriculture," meeting minutes, and other guides, memorandums, and recommendations.
