Marion Ernest Marts was born in 1915 and received his undergraduate and masters degrees from the University of Washington (UW). He received his Ph.D. from Northwestern University in 1950. Marts returned to UW in 1951 as a member of the Geography Department faculty. From 1957 to 1984, he also served UW in various administrative capacities, including director of the University Division of Evening Classes (1957-1963), vice provost (1963-1969), director and later dean of the summer quarter (1966-1981), and ombudsman (1981-1984).

During the Ross Dam controversy Marts spoke out in favor of the enlargement of Ross Dam. Marts collaborated with Jackie Krolopp Kirn on an article for the Natural Resources Journal titled "The Skagit-High Ross Controversy: Negotiation and Settlement" and included the various issues involved in the controversy in his class lectures.
