The University of Washington at Tacoma and the Olympic College in Bremerton, Washington first offered the 2 + 2 Business Program at Olympic College in 1994. The program offered students in Kitsap County the opportunity to enroll in business administration courses with more convenient class times and locations. The Washington State Legislature provided funding for the University of Washington at Tacoma, who was responsible for recruiting; establishing and maintaining admission requirements, academic prerequisites, and program requirements; scheduling; advising; and contact with students

In July 1995, a 2 + 2 Program advisor was hired to handle all recruiting, marketing, advising, Business Program support, communication with Olympic College, and other Program coordination under the direction of the UWT Business Program Director, Patricia M. Fandt. An agreement was established wherein Olympic College received funds from UWT for providing office space, classrooms, computer facilities, library, media, copying, and other support related to courses in business offered by UWT at Olympic College. In 1998, Old Dominion University established a cooperative program with Olympic College to offer business administration courses and the 2 + 2 Program in no longer administered by the University of Washington at Tacoma
