Biographical NoteReturn to Top

Margaret Pageler was elected to City Council for the term beginning January 1992, to fill the seat vacated by the retired Paul Kraabel, and served until 2003. She chaired the Public Safety Committee (1992-1995) during her first term, and the Utilities and Environmental Management Committee (1996-1999) during her second term. She became City Council President in 2000 and chaired two committees: the Water Resources, Solid Waste and Public Health Committee; and the Legislative Department and Intergovernmental Affairs Committee. Pageler was born and raised in China and Taiwan, the daughter of missionaries. She received a law degree from the University of Chicago and practiced utility law for the Seattle law firm, Stoel Rives. Pageler was a Vision Seattle candidate for City Council in three elections prior to winning her first race.

Processing Note

According to legacy practice, electronic files were burned on a compact disc from network storage for transfer to archives. Disc images were then captured and files moved to network storage with regular fixity checks. Spider2008 PII Scan and DtSearch were used to screen for sensitive information. DROID was used to identify file formats, extract metadata, and facilitate processing decisions. Files were then logged and transferred using Robocopy to preservation storage.

This series includes general correspondence from Councilmember Margaret Pageler and her Legislative Assistants. It contains internal and external correspondence revolving around the business of the city council, including community development, the water and health committee, Seattle Public Utilities and Seattle City Light. A large proportion of the records is constituent correspondence, advocating for or against proposed legislation or addressing specific city issues or concerns.

The folder structure of this series is that of the original mailbox as it was preserved by Groupwise exported through Nexic Personal Publisher. Original subfolder names and order have been maintained.

Major topics include zoning for adult cabarets, drug traffic loitering, fireworks, weed and seed, gun control, police/community relations, internal investigations, specific complaints against the police from the public, electricity rates, Seattle City Light and Seattle Public Utilities management, environmental policies and conservation, water quality, and telecommunications. The series also includes material related to the Comprehensive Plan and zoning.

Analog files are arranged chronologically.The folder structure of the electronic files consist of separate directories for Margaret Pagelers’s office and her staff’s network storage drives (H drive). Original subfolder names and order have been maintained and mainly reflect divisions by subject.
