In 1992, David Ortman, the Northwest Director of the Friends of the Earth environmental organization, incorporated the Wise Use Movement in Washington state upon realizing that supporters of the anti-environmentalist wise use movement, which sought to relax regulations on private property and open public lands for commercial use, had not registered the name. The objectives of Ortman's Wise Use Movement included preserving and protecting public lands, regulating the use of private land, and educating the public about land use and the environment. Through his use of the Wise Use Movement name, Ortman referred to the efforts by advocates of the other wise use movement as the "Wise Disguise."

The documents provide an overview of environmental issues in Washington state and the proposed activities of what was dubbed the "Wise Disguise." In these documents, environmentalist David Ortman, under the name of the Wise Use Movement, explains the agenda of the supporters of the anti-environmentalist wise use movement, which he refers to as the "Wise Disguise."
