David Hiroshi Fukui was born in Seattle on November 13, 1939 to Mitsu and William Fukui. His parents operated Montlake Cleaners, a dry cleaning business in the Montlake neighborhood of Seattle. During World War II the family was interned at the Minidoka Internment Camp in Idaho before moving to Detroit Michigan to live with sponsors for one year. After the war, the family returned to Seattle where they opened a business in the city.

David Fukui graduated from the University of Washington in 1964 with a bachelor's degree in architecture. Inthe mid 1970s, David Fukui returned to UW, teaching studio architecture courses to graduate and undergraduate students for several quarters. In 1968 Fukui became partner at Hobbs Fukui Architects which later dissolved becoming Decker Fukui Architects. From 1991-2013 David Fukui worked as the Principal architect at Fukui Architecture in Seattle, WA. He continued working as an independent consultant following the closure of Fukui Architects in 2013.

Buildings and other works associated with David Fukui include the City of Seattle Fire Department Station 34 (1971), Olympic Memorial Hospital in Port Angeles, WA, and the Seattle Credit Union Headquarters (1979).
